Aura Payment for October 2022 and BrightID toggle primary device during import feature

If a user follows [the instructions for importing into a new device](https://bri…ghtid.gitbook.io/brightid/migrating-to-other-device#how-to-import-your-brightid-account-to-other-devices) they will end up with a read-only backup device. We need a new last step to change the primary device (the one that can manage the other devices). Another option would be to allow the first device and any subsequently imported devices to have the power to manage other devices. Usually when a user "imports" they are discontinuing using the old device and switching to a new one. We should make this the default case in the import flow created in https://github.com/BrightID/BrightID/issues/713 by prompting users to select the new device as "primary." In the rare case a user only wants to use the new device as a backup for the old device, we can allow them to opt-out of the new last step in the default import flow.
